This pen combines the goldplated Imperial cap with a black laque barrel to form a very distinctive and classy look in the style of the Custom Black Laque.

Parker France did release a model similar to this one being sold. (See unknown model 15 in the reference section.) That version had flat tassies and was inscribed as being made in France.

What is being offered here is a "made-up" pen assembled outside and independent of Parker using remaining old inventory with the cap and barrel coming from different 75 models. The cap is a US-made Imperial while the barrel is a French-made black laque. Both have tassies that are not flat. These parts used are new. Only the pen is being sold, obviously without any official papers or box.
